No, it allows you to create a 'fake' savegame; 'fake', because you should never open it up in DAO -it just creates an importable world state where you are allowed to set certain plot flags. It's not without its flaws, but a good alternative if you do not wish to play through DAO from start to finish with yet another character, just to import a personalized world state into DAII. Personally, I think the stories of DAO and DAII are too disconnected or too disjointed for the DAO world state to have any serious impact DAII. Expand entry 1 and click on 17602 and edit the value to 1 (dwarf) or 2 (elf) or 3 (human), press save. - Then press Ctrl + Alt + S and overwrite the save file you just edited. - Run the 'runscript zz_vault_debug' script in game to check.
Info from: [no longer accessible, I think]. The Save Generator does not work perfectly; it assumed my Surana took the Free the Circle boon. It also seems to say I let Amaranthine burn, when I never have, and maybe even that Surana ignored the threats on her life. The former is merely one dialogue line from the barkeep. The latter involves a quest where Hawke goes bounty hunting for the conspirators that had attempted to end Warden Surana's life.
It got that Alistair was king and that my Surana was a mage correct. We'll see how it works for the fact that she's in a monogamous relationship with Zevran, considering I have two mods just to make sure he doesn't do a bush dance with Isabella to help support that idea.
Ok, so I'm one of those out there who has the cracked, offline version of Dragon Age Inquisition for the pc. The problem I get into (and I know I'm not alone) is that if you go online you loose everything and you cannot get into Dragon Age Keep.com. Now after thorough searching (several months worth) I came across a forum which pointed out a Save Editor that was made about a year ago that really works like Dragon Age Keep! So what to do: 1: Create a new game (new character, etc.) When you can control your character, as in the bridge in the very beginning outside of Haven's dungeon to attempt closing the tear in the veil, you have the ability to save. Make 2 just in case. 2: Exit the game entirely back to desktop. Open up the save editor, locate your Save folder.

Find the original save and add the number 2 at the end of your new modified save. Exit the trainer. 4: In the Save folder, create a folder called Backup and place your original modified save within it. 5: Remove the 2 from your modified save and start up the game. It should now go where you left off with the world history as you wanted, just like Dragon Age Keep!!!
Be advised: Only modify Dragon Age Origins through Dragon Age 2. Don't mess with the current Dragon Age Inquisition history. You'll destroy your save. Have fun gamers!
